Sekitar Majlis Rumah Terbuka Aidilfitri Barisan Nasional Lembah Pantai di Taman Seri Sentosa

YAB Dato' Seri Mohd Najib Tun Abdul Razak dan Dato' Raja Nong Chik telah menghadiri Majlis Rumah Terbuka Aidilfitri Barisan Nasional Lembah Pantai di Taman Seri Sentosa.

Ini merupakan kali pertama seorang Perdana Menteri Malaysia turun pandang dan melihat keadaan rakyat di sekitar Taman Seri Sentosa.

Dato' Raja Nong Chik dapatkan sumbangan RM6.5 juta untuk baik pulih 59 flat di Taman Seri Sentosa



KUALA LUMPUR 10 Okt. - Datuk Seri Najib Tun Razak hari ini mengumumkan peruntukan khas berjumlah RM6.5 juta untuk kerja-kerja membaik pulih 59 blok flat di tiga kawasan sekitar Parlimen Lembah Pantai di ibu kota.

Perdana Menteri berkata, jumlah itu adalah bagi kerja mengecat 59 buah blok di Taman Seri Sentosa, Taman Sri Pinang dan Taman Ria AC4 di Jalan Klang Lama serta usaha menggantikan empat buah lif dan membaiki lif-lif lain di penempatan tersebut.

Jelas Najib, kesemua usaha baik pulih itu akan dipantau oleh Unit Penyelarasan Pelaksanaan (ICU) Jabatan Perdana Menteri yang bertanggungjawab menyerahkan laporan kemajuan projek tersebut terus kepada beliau dua kali sebulan sepanjang pelaksanaan projek tersebut.

Katanya, usaha baik itu perlu dilaksanakan demi kesejahteraan dan keselesaan penduduk pelbagai kaum yang telah tinggal di situ sejak lebih 20 tahun lalu.

"Saya mendengar keluhan dan rintihan masyarakat di Taman Seri Sentosa, Taman Seri Pinang dan Taman Ria, yang di mana kawasan ini adalah kawasan pemindahan banjir. Alhamdulillah, kawasan ini tidak lagi dilanda banjir.

"Jadi, saya harap kawasan ini akan kekal sebagai satu model (penempatan) komuniti 1Malaysia yang boleh kita banggakan," katanya ketika berucap pada Majlis Rumah Terbuka Aidilfitri anjuran Barisan Nasional (BN) Lembah Pantai di sini.

Lebih 22,000 penduduk kawasan sekitar hadir ke majlis rumah terbuka yang berlangsung dari 10 pagi hingga 4 petang tersebut.

Hadir sama, Menteri Wilayah Persekutuan dan Kesejahteraan Bandar, Datuk Raja Nong Chik Raja Zainal Abidin merangkap Pengerusi BN Lembah Pantai serta beberapa pemimpin komponen BN Pusat dan dari kawasan berkenaan.

Sementara itu, Raja Nong Chik dalam ucapannya memberitahu, beliau telah banyak menerima aduan daripada penduduk di situ mengenai keadaan blok perumahan mereka yang kelihatan usang akibat tidak pernah dicat semula selepas dibina lebih 20 tahun lalu.

Pada majlis tersebut, Najib turut mengadakan kunjungan mesra ke atas tiga keluarga penduduk di situ serta menyampaikan sumbangan wang tunai dan barangan keperluan harian kepada mereka.

Selepas Perdana Menteri beredar untuk jadual beliau seterusnya, Raja Nong Chik kemudiannya menyampaikan sumbangan kepada 60 penduduk Lembah Pantai yang akan menunaikan ibadat haji musim ini.

Selain sumbangan dalam bentuk peralatan mengerjakan haji dan wang tunai, para penerima berkenaan turut didaftarkan secara automatik sebagai penerima Skim Prihatin 1Wilayah Persekutuan.

Skim yang boleh disertai oleh warga ibu kota dengan bayaran minimum RM5 itu membolehkan peserta mendapatkan RM2,500 dalam bentuk khairat kematian.

Majlis itu telah diadakan pada 7 Oktober 2010 bersamaan 28 Syawal 1431H di Dewan Serbaguna Perbadanan Labuan.

Federal Territories new official song in process of getting Agong's consent: Raja Nong Chik



KUALA LUMPUR: The new official song for the Federal Territories (FT) which had been approved by the Cabinet, is in the process of obtaining the consent of Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin.
Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin said the latest development on the song was expected to be announced by the ministry's secretary-general Datuk Ahmad Phesal Talib soon.

He said this to reporters after opening the commercial premises called Anjung Niaga of the At-Taqwa Mosque in Taman Tun Dr Ismail, here, today.


Raja Nong Chik was reported before to have said that the new Federal Territories' song with a more upbeat tempo, had lyrics that were more in tune with the 1Malaysia spirit.

According to the plan, the existing song, "Maju dan Sejahtera", will be replaced before next year's Federal Territories Day celebration.

There had been various reactions from several quarters including Barisan Nasional and opposition members of parliament to the proposed song change.

Meanwhile, Raja Nong Chik said the building of Anjung Niaga showed the close cooperation of residents in the area which should be emulated by others.

Anjung Niaga is a RM690,000 two-storey building comprising 10 shoplots and office space, the construction of which was fully funded by donations from the residents.

Raja Nong Chik - FT Ministry to assist poor to get low-cost housing loans

KUALA LUMPUR: There is renewed hope for applicants of the City Hall low-cost housing whose loan applications were turned down by the banks as the Federal Territories and Urban Wellbeing Ministry is going all out to assist them to own the properties.

In a statement, minister Datuk Raja Nong Chik Raja Zainal Abidin said the ministry had arranged various measures to enable the applicants to obtain their loans to enable them to have a home in the capital city.

They include facilitating the process of Employees' Provident Fund (EPF) withdrawals and helping buyers without fixed income to get Housing Credit Guarantee Scheme (SJKP) loans.

"Other steps include getting the approval of the appointed banks to give up to 120 per cent loan with the minimum wage set at RM1,000 a month and setting up a special unit to monitor the buyers' loan and approval processes from the banks," said Raja Nong Chik.

"The ministry will also ensure that the approval for each loan will be settled within three months beginning Aug 1. I hope the appointed banks will assist these buyers as they have promised to me."

Raja Nong Chik also hoped the buyers would expedite their loan applications so that it could be processed within the stipulated time.

"As an alternative, the ministry suggests that the government set up a special fund which will be managed by the Ministry of Finance to prepare loans for these buyers, should the (other) plans fail.

"The ministry is trying hard to ensure those eligible can buy the low-cost houses. This is in tandem with Prime Minister Datuk Seri Najib Razak's commitment based on the 1Malaysia concept, which is Rakyat Didahulukan, Pencapaian Diutamakan or in other words, prioritising the rakyat's needs and the nation's achievements."

On July 9, The Malay Mail front-paged a report quoting sources who claimed only 2,500 made the cut from the more than 30,000 applicants for the 44,146 Projeck Perumahan Rakyat flats up for ownership in Kuala Lumpur — just eight per cent of the total. This translated to a mere five per cent of residents from each parliamentary constituency being eligible.

Sources had claimed then that among the major problems were the reluctance of banks to aid the process — the original problem the home-ownership scheme was aimed at solving.

On July 11, a memorandum on purchasing the PPR homes by way of 'rent and buy' was handed over to Deputy Prime Minister Tan Sri Muhyiddin Yassin at the Setiawangsa Umno division delegates meeting.

On July 19, the ministry announced there would be no hire-purchase option for those seeking to buy PPR low-cost flats as City Hall, which is administrating this home-purchase scheme, was not a registered financial institution under Bank And Financial Institution Act (BAFIA), making it unauthorised to offer hire-purchases of the PPR low-cost homes under the scheme.

Raja Nong Chik said to date, 23, 211 applicants had agreed to buy low-cost units.

"Out of the number, 18,201 are eligible for bank loans, while 4,570 are those eligible with conditions. Those eligible with conditions are those who still have outstanding rental payment owed to City Hall."

Bangsar residents demand their promised land

KUALA LUMPUR: Where is our open space as promised? This is the question in the minds of Bangsar residents, wondering just why the authorities still delay the return of an open space 'taken' away from them more than 30 years ago.
"Whether the open space was intentionally or mistakenly taken away from us is not the question anymore. We have been promised that open space by the authorities and it is time for promises to be delivered," said Bangsar Baru Resident Association president Datuk George Joseph.

"We were grateful for the promise by KL mayor Datuk Seri Ahmad Fuad Ismail shortly after assuming office in 2008 that the land would be returned to the people and it would remain an open space. But the promise has yet to be delivered."

In Dec 2008, The Malay Mail frontpaged the story of a plot of land — now estimated to be worth RM17 million — that housed a luxury car showroom instead of being a public open land.

The 22,000 square foot plot in Jalan Maarof, opposite the Saidina Abu Bakar As-Siddiq Mosque, was surrendered by the developer Eng Lian Enterprise to the authorities in 1977 as part of the condition of the development plans.

The land, which was supposed to have been gazetted as an open space for residents, had been 'home' to an open-air luxury car showroom for the past 15 years.

Melor Travels Sdn Bhd paid a premium of RM2 million and obtained a 99-year lease on the land.

While there were many grey areas on the status of the land and whether any party had forgotten to make an application to gazette it as an open space, the mayor intervened and stated the land would go back to the people and City Hall would not approve any development plans there.

An alternative site of equal value was to have been given to Melor Travels in exchange for the piece of land. The task of looking for an alternative site was assigned to the Federal Territories Land and Mines Office.

In July last year, The Paper That Cares reported that Melor Travels had rejected several alternative sites identified by the FT land and mine office. Then Land Office deputy director Yahaya Mohamad informed City Hall to take over the case but Ahmad Fuad insisted taht the issue was a land matter which should be dealt with by the former.

The mayor had also said that the Federal Territories and Urban Wellbeing Ministry was given clear instructions after a post-Cabinet meeting last year for the Land Office to find a solution.

When The Malay Mail met the Land Office director Hasim Ismail some time ago, he also reiterated a couple of alternative plots of land were offered to Melor Travels but the latter was interested.

The new piece of land must be something logical which can be accepted by Melor Travels and the value of the alternative land must be of equal standing, Ahmad Fuad was then quoted as saying.

Joseph said he did not know why the delay in settling the matter. "City Hall must have the will and courage to rectify the problem.

"When Ahmad Fuad took office, we were happy saying 'here comes the saviour', and he stepped in and said the matter would be resolved.

"The mayor has a lot of courage and there has been a lot of changes which have taken place.

"Today, City Hall can be seen as a respectful organisation as there is a lot of check and balance, but we really hope they would solve this problem soon."

Joseph said if private residential homes could be acquired by the government to carry out road expansion works, he did not see why it could not be used to resolve the open issue.

"I am sure the Minister, Datuk Raja Nong Chik Raja Zainal Abidin, is working with the mayor as a team and the ministry should have the political will as it has a lot of muscle."

No hire purchase for PPR homes

KUALA LUMPUR: There will be no hire-purchase option for those seeking to buy PPR (government housing projects) low-cost flats.
Federal Territories and Urban Well-being Ministry explained this was because City Hall, which is administrating this home-purchase scheme, is not a registered financial institution under Bank And Financial Institution Act (BAFIA).

As such, it is not authorised to offer hire-purchases of the PPR low-cost homes under the scheme, meant to help the poor afford their own homes.

The Minister, Datuk Raja Nong Chik Raja Zainal Abidin today said: "There are interested owners living in the PPR homes who have also demanded they won't have to pay anything as they have been renting for almost 20 years.

"This PPR home rental scheme has already caused a loss to us as their RM124 monthly rent is not adequate to cover the maintenance cost for every unit, which is RM 250 monthly."

Not only that, the ministry argued if the hire-purchase scheme were to be implemented, it could only add on to rent arrears of tenants.

"Right now, we have the rental arrears amounting to RM30 million. The rent arrears could increase to RM90 million if the hire-purchase scheme were to be realised."

This, he explained, would add more burden to the tenants as well as complicating City Hall's administration and financial management.

In addition, the ministry is also concerned by some tenants being unwilling to pay their rents as well as demanding favourable payment terms based on the length of their stay in PPR homes.

The Paper That Cares had highlighted just 10 days ago the plight of many PPR tenants, who had been unable to obtain bank loans for the home purchase scheme.

Industry sources had said the straightforward bank loan system was implemented instead of the hire-purchase scheme originally proposed in 2008. This meant low-income earners - most of whom took home an average of RM1,000 a month or less - did not qualify for the housing loans.

One source had claimed only 2,500 made the cut from the more than 30,000 applicants for the PPR flats - just eight per cent of the total.

This basically translated to a mere five per cent of residents from each parliamentary constituency being eligible.

Another industry source added among the major problems were the reluctance of banks to aid the process - the original problem the home-ownership scheme was aimed at solving.

Responding on The Malay Mail's query on the complaints made by PPR residents over strict regulations imposed by the bank, Raja Nong Chik responded: "I am very concerned about this issue myself and even raised the matter in Cabinet concerning the reluctance of the banks to provide loans to low-cost unit buyers."

He said Prime Minister Datuk Seri Najib Razak had then instructed Bank Negara to take the initiative to ensure the banks assist the interested buyers. He added a meeting was held between the ministry, City Hall and bank institutions three weeks ago on this issue.

So far, nine major banks have been willing to partake in the effort, as Raja Nong Chik also said: "There should be no cause of concern for the banks to provide financial assistance to the PPR flat buyers as this is a secured asset."

The ministry would also continue to monitor the development between loan-applicants with the banks on this matter.

The minister had further announced a special fund would be set up, backed by selected banks and that the Credit Guarantee Corporation was willing to act as a guarantor for their housing loans.

A bank carnival for sales of (National Economics Action Unit) NEAC units and Public Housing (PA) units would be held by the ministry on a date to be announced later.

It was also announced today eligible buyers need to make sure all the due necessities for their loan applications must be settled within three months from today.

The deadline is meant to ensure there would be no dilly-dallying by the interested buyers as compared to the last time, where there were no deadlines given.

As of July 15 this year, City Hall Housing Department statistics show there were 18, 201 eligible buyers and 11, 499 eligible buyers have returned their confirmation form to buy the units.

A total of 1,928 buyers have signed the sale and purchase agreements - 1,080 of them had made a cash payment and 848 have already submitted their bank applications.

Government guaranteed up to 120% loan for PPR & low-cost flats


The Government is guaranteeing up to 120% loan from the total amount borrowed by buyers without fixed income for the MTEN public housing projects (PPR) and low-cost flats.

Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin announced that an agency called the Housing Credit Guarantee Corporation had been formed under the Finance Ministry for that purpose.

“This agency will provide guarantee to banks on loans borrowed by buyers without fixed income,” he said.

“House buyers can borrow up to 120% loan on the unit cost. If the unit costs RM35,000, a loan of RM42,000 will be extended.

“The agency will also give guarantee to loans taken by fixed income earners of up to the 120%.”

Asked why the need for the extra 20% of the loan amount, Raja Nong Chik said this was because there were additional costs such as legal fees and mortgage insurance on the house.

“The mortgage insurance is a bank requirement, which takes up a big chunk, of about RM2,500.

“So the total cost of the unit could be RM4,000 more than RM35,000. If it’s just a 100% loan, buyers still have to come out with the extra cash which they may not be able to,” he said.

“Buyers should be able to obtain loans as long as they have a combined household monthly income of RM1,000.”

Raja Nong Chik said nine banks had agreed to the scheme and Bank Negara had organised a meeting with the finantial institutions three weeks ago.

A new three-month period has been set for buyers to sort out their loan matters with the banks, starting from Aug 1.

“If buyers encounter problems, they can refer to the DBKL Housing Management Department and even with my ministry through a unit that monitors bank loan matters.”

He said that after the three-month deadline, his ministry would try to help those who still could not obtain the loans.

Of the 18,201 eligible buyers so far, 11,499 have agreed to buy.

From the 11,499 buyers, 1,928 buyers have signed the sales and purchase agreement of which 1,080 are buying with cash while the rest are getting bank loans.

A joint carnival for sale of the said units will be held before Ramadan in cooperation with the banks, at a date to be announced later.

Raja Nong Chik: A year of learning

KUALA LUMPUR: Today marked the first year anniversary of Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Datuk Raja Zainal Abidin assuming his post and shouldering the responsibilities of the ministry.

Speaking at a Press conference, Raja Nong Chik expressed his gratitude for all the support and also advice given to him by the people, including non-governmental organisations.

“Before I stepped into this post as FT Minister, I was told that I would not be able to handle the big responsibility that comes with the post. They said a lot of things, including the fact that I would have a very complex task and so on. But, I take it all as a challenge."

With a year having passed, Raja Nong Chik was glad to say that Prime Minister Datuk Seri Najib Razak is happy with the positive developments and improvements achieved so far.

Adding that he felt like he was back in school, the minister said he still has a lot of things to learn and improve on.

"I feel as though I'm still in college, learning. If I were to describe how this whole thing feels, it's like I have just finished my first semester and Alhamdulillah, I've passed with flying colours since our Prime Minister is pleased with the improvements and my performance. But I'm still learning and hope to improve further."

As FT minister, the Key Performance Index (KPI) achieved includes the sale of flat units under the National Economic Action Council's (MTEN) public housing project (PPR). To date, about 39,000 out of 44,000 units have been taken.

He also cited the ministry's focus on improving the people's quality of life and eradicating urban poverty through redevelopment projects like the four-storey Kampung Kerinchi flats.

It is the first project to be carried out, involving 480 owners and 11 blocks. The project is the first where the public choose their own developers to carry out the task.

While the ministry's focus before was only to monitor the three federal territories of Labuan, Putrajaya and Kuala Lumpur, its role has now expanded to include the eradication of urban poverty throughout the country and organising urban well being programmes.


MANTAP is the way to go



KUALA LUMPUR: In conjunction with his one year anniversary as the Federal Territories and Urban Wellbeing Minister, Datuk Raja Nong Chik Raja Zainal Abidin today launched the ministry's five-year plan known as Strategic Plan and Information and Communication Technology (ICT) Strategic Plan 2010-2015.

The objective is to renew and implement the ministry's new direction, commitment and mechanism to realise a safe and developed Federal Territory.

Six core strategic steps were introduced, forming the acronym MANTAP (steadfastness) where M stands for 'modal insan' (human capital), A for 'aspek ekonomi' (economic aspects), N for 'nilai tambah' (added value), T for 'teknologi' (technology), A for 'alam sekitar' (environment), and P for 'penyertaan masyarakat' (public participation).

Raja Nong Chik said four core values -- 'cemerlang' (excellence), 'amanah' (trustworthy), 'mesra' (friendly) and 'prihatin' (caring) would govern the implementation of the strategic plan.

"We will not forget our main mission which is to spearhead development for the Federal Territories, improve the people's quality of life and eradicate poverty in the cities," he said.

The outcome-based approach framework, added Raja Nong Chik, also focuses on the people's needs. "If we really want people to measure well, improve their performance, and meet their public accountabilities, they must own this process." he said.
